Press Release Nº016/2014
The Assembly of Heads of State and Government of the African Union adopted the Decision on the creation of a Pan African Statistical Training Centre
Addis Ababa, Ethiopia, 31 January 2014: The 22nd Ordinary Session of the Assembly of Heads of State and Government of the African Union that was held in Addis Ababa, Ethiopia, from 30 to 31 January 2013, adopted the Decision on the establishment a Pan-African statistical Training Centre to be based in Yamoussoukro (Institut Polytechnique Felix Houphouet Boigny), Cote d'Ivoire, and requested the African Union Commission in collaboration with ECA, AfDB, ACBF and the Government of Cote d’Ivoire to take the necessary measures for the effective establishment and hosting of the Centre.
This decision is a follow up of the resolution adopted by the Sixth Joint AU Conference of Ministers of Economy and Finance and ECA Conference of African Ministers of Finance, Planning and Economic Development, held in March 2013 in Abidjan, Côte d'Ivoire on the creation of a Pan-African Statistical Training Centre.
The Conference also commended countries which have signed and ratified the African Charter on Statistics, and called up on member states which have notyet signed and ratified it to do so as expeditiously as possible. In addition, the Conference called upon all countries to allocate adequate resources for the production and use of statistics in accordance with the principles of the African Charter on Statistics.
The creation of an African Statistical Training Centre is part of the implementation of the Strategy for the Harmonization of Statistics in Africa (SHaSA). The Center will fill the existing gap in the training of African statisticians particularly in the area of specialization in specific areas of statistics (National Accounts, Trade and Balance of Payments Statistics, Employment and informal sector Statistics and other sectoral statistics, etc. ) and enable African statisticians to speak the same language. The Center will provide courses in French and English in the field of organization and management of modern statistical organizations and communication and marketing of statistical products. The Center will receive students or trainees graduates from universities and existing statistics schools namely: the National School of Statistics and Applied Economics (ENSEA) Abidjan, National School of Statistics and Economic Analysis (ENSAE) -Dakar, Regional Institute of Statistics and Applied Economics (ISSEA) -Yaoundé, Makerere University, among others..
